Future of Care Resolution
SEIU Local 2015 represents 450,000 long-term care workers in 38 counties across California, serving as a leading voice and advocate on how quality care is best delivered, achieved, and protected.
When we speak of “care”, we hold it to be inclusive of caring for those in need of long term care, caring for workers, and caring for our communities, and;
We believe that it is our responsibility to lead in defining and realizing a Future of Care where:
- All workers have the right and ability to form their union, and Long Term Care workers are exercising their power in their industries to achieve the highest standards for their profession.
- All Californians have the right to quality, affordable long term care services, and Long Term Care workers have the right to thriving wages and benefits that they and all working people deserve.
- Our communities and all who call them home have a right to an equitable and just future regardless of the color of their skin, the country of their origin, how they identify, or the zip code in which they reside.
- Everyone is seen and respected as the individual they are.
We believe that the Future of Care will require us to be leaders, supporters and allies with others in dismantling the systems and structures of racism that have created historical inequities for caregivers, rooted from the terrible legacy of slavery;
Therefore, over the next 3 years, the members of SEIU Local 2015 commit to:
- Building a Strong Union: By organizing long term care workers; uniting workers across all industries; and continuing to grow our membership and develop member leaders, we will build the power required to amplify the voices and impact of our members to achieve the Future of Care and better the lives of care workers and members of their communities.
- Improving Care Jobs: By focusing on strategies that win standards for workers across our industries including achieving IHSS statewide bargaining, advancing our nursing home labor management coalition, and organizing thousands of non-union care workers, we will win the thriving wages, excellent benefits, and economic justice that we all deserve.
- Advancing Racial Justice: By continuing our journey to be part of dismantling structural racism inside and outside of our organization and building cross-racial solidarity that is required to ensure true racial and economic justice, we will be doing our part to advance a more just and equitable society.
- Achieving Justice for Our Communities: Through our work to elect leaders at the national, state, and local levels who share our values and priorities as Long Term Care workers, we will be able to attain affordable housing, racial and restorative justice, immigration reform, disability justice, climate restoration, and LGBTQIA+ justice that our communities and nation require to truly thrive.

Racial Justice and Cross Racial Solidarity Resolution
Since the foundation of this country, wealthy elites and corporations have derived their power from the creation and maintenance of a hierarchy based on race. This hierarchy helped them manipulate the rules of the new nation’s democracy and economy to their advantage by exploiting and dividing working people—Black, brown, AAPI, Latino/a, Indigenous, and white.
Hundreds of years of cruel treatment and control of Black and Indigenous people has left an undeniable and lasting mark. It is no coincidence that part of this legacy is the continued undervaluing of long-term care workers and our contribution to society.
Our legacy at SEIU Local 2015 is in the history of women who held these “domestic” jobs that had traditionally been performed by enslaved Black women and deemed not worthy of basic worker rights. It is also in the history of our founding mothers and other women and men like them who have time and time again stood up to the racism that singled out their work as unequal, codified into our labor laws—and formed the first home care union—paving the way for the thousands of other homecare providers to join SEIU and improve their lives and the lives of the people they care for every day.
At the 2020 Convention, SEIU Local 2015 members passed a landmark resolution declaring our intention to become an Anti-Racist organization, and outlining a series of steps we would take in our journey.
As we lead into the Future of Care, we will continue our external work for racial justice and our internal work to become an anti-racist organization and foster deep cross-racial solidarity over the next 3 years by:
- Actively linking racial justice with economic, political, gender identity, language, and cultural justice in our campaigns
- Working to eliminate racism and create equity in our Union and in the world
- Supporting equitable power-sharing for people of color
- Empowering everyone who is part of our Union regardless of race or identity to know and own our stake in challenging racism and transforming policies, procedures and practices
- We are changing our organizational priorities to reflect our investment in Racial and Economic Justice, understanding that one cannot be achieved without the other
For SEIU Local 2015, cross racial solidarity means that we act with solidarity between and with people of color; we share a mutual commitment to a shared future across racial groups that moves us toward action; and we seek to understand and respect each other’s unique perspectives and experiences based on our own family, cultural and racial histories.
And we know that we will never achieve economic justice for all people without achieving racial justice for Black, brown, AAPI, Latino/a and Indigenous communities.

Member Connected and Leader Rich Union Resolution
The Executive Board and member-leaders of SEIU Local 2015 believe that members are the source of our power and at the center of building a strong union. We seek to lift up and inspire our current and future members to lead on our work in advancing the dignity of long term care workers and our communities over the next 3 years, and;
We recognize that members seek empowerment through knowledge, training and action on how we can best tell our stories and build power to impact our communities and stand for our values of leadership, compassion, empowerment, accountability, transparency, and excellence, and;
We realize that it requires all of us acting in unity with each other and our communities to advance our 3 year program for the Future of Care that will get us closer to achieving our Justice Agenda. Therefore, SEIU Local 2015 will focus on four primary areas of member connection and leader development over the next 3 years:
- Engaging the Youth: SEIU Local 2015 will engage the next generation of caregivers to take action and take leadership roles in the union, and to learn about the union and the importance of their voice in it. We will invite young workers to share with us the issues important to them, invest in their leadership skills, and support them to grow. We will work to broaden our outreach using methods most accessible to a larger audience of younger generation (for example social media and technology tools) in order to engage and inspire workers in ways that reflect our mission and core values.
- New Member Connection, Education, & Orientation: We will connect with and engage new members through orientations and other means so that all members have the opportunity to be empowered, to stand in our core values, learn about the history of SEIU Local 2015 and its founders; have access to training and support so that they can decide where best to apply their unique talents to volunteer and act to build power; and we can communicate with each other and our union.
- Engaging in our Communities: Understanding that in order to advance our work for dignity and justice we must act together with our communities, we will support and encourage all members to build solidarity within and across their communities and community organizations. We will act as a village and start from the heart.
- Leading by Example: Our Executive Board understands that in order for SEIU Local 2015 to create the highest level of cross-racial solidarity, we must lead by example. Therefore, our Executive Board commits to leading with our humanity towards others, and to holding ourselves accountable to our SEIU Local 2015 values of leadership, compassion, empowerment, accountability, transparency, and excellence. Through cross-racial solidarity, solidarity across our industries, compassion and empathy, we will support our Justice Agenda, Justice for All priorities, and the leadership of all members.
